An opportunity for Europe and Public Private Partnerships


Outcomes
The Summit will produce a Joint Declaration on delivering the European eLearning agenda, as input to the European Council of Education Ministers on 28th May. The Declaration will call for action by the European Union, Member States, local government, learning institutions and industry based on the Summit's five themes:
  • Access and connectivity
  • Transforming the current learning model
  • Content development
  • Digital literacy
  • The ICT skills gap
The Report from the Summit will provide:
    1. A set of recommendations for strategic policy development at European level
    2. A set of models for delivering eLearning in Europe
    3. Recommendations on viable funding models which incorporate investments by the public and private sectors (PPPs)
    4. A set of concrete proposals for implementation
At a general level, the Summit will:
    1. Create a climate of awareness of the potential of eLearning across the public and private sectors and the education community, and a sense of urgency to act
    2. Raise awareness of the importance and potential of eLearning in the population at large
    3. Identify the obstacles and constraints that currently hinder the development of eLearning in Europe
    4. Build awareness of the potential for public private partnerships to deliver the elearning agenda
